1978年12月，中國共產(chǎn)黨十一屆三中全會在北京召開，會議作出實行改革開放的重大決策。改革開放以來，中國政府實施以解決農(nóng)村貧困人口溫飽問題為主要目標(biāo)的有計劃、有組織、大規(guī)模的扶貧開發(fā)，貧困人口大幅減少，群眾生活水平顯著提高，貧困地區(qū)面貌發(fā)生了翻天覆地的變化。
The Third Plenary Session of the 11th Central Committee of the Communist Party of China convened in Beijing in 1978. During the meeting, China’s policymakers decided to implement the reform and opening-up policy. Since then, the Chinese government has carried out planned, organized and large-scale poverty reduction efforts to address the problem of food and clothing for impoverished rural people. Thanks to those efforts, poverty-stricken areas witnessed earthshaking changes, with marked reduction of population living in destitution and improvement of people’s living standard. China has explored its own way of eliminating poverty and laid a solid foundation for comprehensively building a moderately prosperous society.
